Emissions testing and car rules in Flagstaff
ADEQ says vehicles registered outside Area A and B (metropolitan Phoenix and Tucson) are not required to have an Arizona vehicle emissions inspection. (source: Arizona Department of Environmental Quality)
ADEQ's station lists cover only the Phoenix and Tucson areas, and none has a Flagstaff address. If you commute into the Phoenix or Tucson area regularly for work or school, the testing rule can still apply. Check your exact address with ADEQ's online locator; the testing area follows township lines, not city limits. If you brought your vehicle from another state, you must register it as soon as you become an Arizona resident. Bring the title and registration from your previous state. Some vehicles in the Phoenix Metro and Tucson areas need an emissions test before registration. (source: Arizona Department of Transportation, Motor Vehicle Division)
Statewide rules that apply here
MVD says that in an emissions area you probably need a test unless your vehicle is five years old or less, a 1966 model year or older, or an electric vehicle. (source: Arizona Department of Transportation, Motor Vehicle Division)
A city or town may set the maximum rate for towing or impounding a vehicle from private property without the owner's permission, and tow companies doing business there must follow it (A.R.S. 9-499.05). (source: Arizona State Legislature)
