A city or town may set the maximum rate for towing or impounding a vehicle from private property without the owner's permission, and tow companies doing business there must follow it (A.R.S. 9-499.05). (source: Arizona State Legislature)

Unless a lot is posted with signs that are clearly visible and readable from any point in the parking area and at each entrance, the owner is deemed to allow unrestricted public parking. A private tow company may tow from private property only at a law enforcement request or with the property owner's express written permission, and may not act as the owner's agent. Breaking that rule is a class 2 misdemeanor. (source: Arizona State Legislature)
